I have an idea how to help it reach critical mass:
A non-intrusive popup should be placed on the Frontpage which should invite into the IRC channel, by allowing a single click log in with Facebook, Google, Focus Fusion Forum accounts (by choosing a nickname from there) or anonymously.

Hey Breakable, any progress on this? Otherwise, I don’t think it is bad to use geo-ip to send out an email to everyone so they have the option of subscribing to [their area]-mailing-list.

Hi, not much progress. The technical burden of putting an easy to use irc widget needs to be resolved.
We certainly could make a global chat channel, why would you go for a local one?
I am organizing a meetup group, which would be a little more appropriate for geoip segmenting.

Using the Slack is probably the solution here.

Could we use slack for free?
I am also using slack for work, would it be convenient to combine?

It seems there is a non-profit plan, but it seems to be more suitable for private teams rather than public

Would there be a better alternative?

Slack is private for public communities – one would just have to register.
Here is how I would do it:
