I think that its suppose to be a high frequency gravity wave generator, using electrons in a asymmetrical orbit between two dielectric materials and making use of the acceleration to alter the mass of the electrons(slight but enough).
any mass moving in an asymmetrical orbit will create a gravity wave in theory at least since this is still unconfirmed.
